Head of the Education Policy Department at the Kohelet Policy Forum

Avrum Tomer is Head of the Education Policy Department at the Kohelet Policy Forum — one of Israel’s most influential public policy think tanks — where he has worked for the past six years. His research focuses on international models of teacher recruitment and retention, with an emphasis on aligning effective employment strategies across different education systems. He holds a B.A. in Multi-disciplinary Social Sciences and an M.A. in Public Policy from the Hebrew University of Jerusalem.

In addition to his academic work, Avrum has published extensively in journalism and essay formats. His article “Creativity in Educational Space,” published in HaShiloach journal, offers a critical review of contemporary trends in progressive education. He also taught an online course that critiques modern educational ideologies and advocates for a renewed return to the principles of conservative education.

Avrum is also an active IDF reservist, serving as a combat officer. Over the past two years, amid ongoing conflict, he has completed over 200 days of reserve duty.
