Dr. Saroj Bishoyi is a Senior Fellow at the Vivekananda International Foundation in New Delhi, specializing in India’s technology capabilities, international cooperation, and its evolving global role. He holds a PhD in International Relations from Jawaharlal Nehru University, with research focusing on India-US security relations. Dr. Bishoyi also earned an MPhil from the University of Hyderabad and received notable fellowships, including the ICSSR Doctoral Fellowship and UGC Doctoral Scholarship. Before joining VIF, he worked in various roles, including Consultant at the Ministry of External Affairs, where he focused on India-US defense and strategic technology relations. His early career included research positions at the Yashwantrao Chavan National Centre of International Security and Defense Analysis and the Foundation for National Security Research, New Delhi. Dr. Bishoyi has taught at the University of Delhi and is a frequent commentator on topics such as technology governance, defense cooperation, and India’s response to global security challenges. He has published extensively in journals and edited volumes, with notable works on India’s tech self-reliance, digital payments, semiconductor strategy, and Indo-Pacific security. At VIF, Dr. Bishoyi contributes to reports on fostering technology innovation ecosystems and strengthening India’s global partnerships.
